a polygon which outlines a uniform height value above mean sea level at which the first inhabited floor of a dwelling must be built.

The layer Flood Elevation Labels (Flood_Height_Poly feature class) shows areas with a uniform height (HT).
This is the height above which the first floor must be built.
The layer Flood Elevation Lines (Flood_Contour feature class) also designates the height at which the first floor must be built. The first inhabited floor of a dwelling unit must be above this elevation.

Note: all heights based on mean sea level except where FTZONE = AO and value of 1,2,3 it is based on grade.

The City and County of Honolulu encourages GIS data users to verify the suitability of the data before use. Please report any discrepancies or errors found to gis@honolulu.gov.
