Zoning LUO Information

The purpose of the Land Use Ordinance (LUO) is to regulate land use in a manner that will encourage orderly development in accordance with adopted land use policies, including the Oahu general plan and development plans, and to promote and protect the public health, safety and welfare by, more particularly:

  • Minimizing adverse effects resulting from the inappropriate location, use or design of sites and structures;
  • Conserving the city's natural, historic and scenic resources and encouraging design which -2- enhances the physical form of the city; and
  • Assisting the public in identifying and understanding regulations affecting the development and use of land.

Note: Kakaako Community Development District

The Kakaako Community Development District is handled by the State of Hawaii and not the City & County of Honolulu. Please refer to the website below for the rules and regulations and maps of that community district: http://hcdaweb.org/kakaako/plans-rules/. The FAQs are also very helpful.

The imagery captured below is the old Fort Armstrong site which is the only portion that comes under the City. In the online LUO, Click on the Kakaako Special Design District in Chapter 21.  The rules only apply to the area controlled by the City.
